SEVEN-POINT PROGRAMME OF THE COUNCIL MUSLIM LEAGUE,
In August 25,1966
1. Pakistan must be constituted as a federal state in
which
the power of the Central Government would remain confined
to
Defence, Foreign Affairs and Currency and all other powers
would remain vested
in the provinces. The provinces would
be given full autonomy and the Central
Government would
have no control over provincial subjects. Both the Central
and
the provincial Governments would be parliamentary in character
based on universal adult franchise and direct election. The
fundamental rights
enumerated in the Constitution of 1956 were
to be restored and they must be
enforced by the Judiciary.
2. The capital and the headquarters of different Central
Organizations of Pakistan must be shifted to the East Wing
This would enable
the country to adopt effective measures for
the removal of economic disparity
between the two wings
within a definite period of time.
3. In the Armed
Forces the East Pakistanis must be
recruited in large numbers so that the
total number of East
Pakistani soldiers and officers in different wings of
the Defence
Forces might be proportionate to their population strength.
The Defence Forces of Pakistan must be reorganized and form-
ed into
a real National Army with soldiers recruited from all
parts of the country.
Both the wings of Pakistan must have
such land, naval and air forces which
would enable them to
repulse in an emergency a foreign invasion without
the aid of
the other wing. In East Pakistan a military academy must be
opened.
4. The number of East Pakistanis in various departments
and organizations of the Central Government and in services
including
the foreign service must be proportionate to their
population strength.
This objective must be realized within a
maximum period of five years.
5.
The pattern of capital investment, both in private
sphere as well as
in state sphere, must be so planned that both
the wings of the country
might develop equally. The foundation
of a balanced economy must be laid
within the shortest possible
period of time and the per capita income in
East Pakistan must
be raised to the level of per capita income in West
Pakistan
within a period not exceeding ten years.
6. The national
economy must be so reorganized that the
wealth of the country, instead
of being concentrated in the
hands of a few persons, might lead to a rapid
rise in the
standard of living of the common people.
7. The study
of the Quran must be made compulsory at
all stages of education, both
general and technical. Bengali
in West Pakistan and Urdu in East Pakistan
must be made
compulsory up to a particular stage.
